Minutes of the meeting of the Editorial Board held on 13th February, 2025

                A meeting of Editorial Board for the publication of magazine was held on 13th February, 2025 at the State Panchayat Resource Centre, GMC building to discuss on the various aspects for the publication of annual magazine of the Association. The meeting was attended by the following members of Editorial Board and the Executive Committee:

1. Dushyant Pariyar, President – SSCSOA & Secretary (Panchayat)

2. Bhim Bahadur Thatal, Member - Editorial Board & Secretary -Labour Department

3. Tashi Chophel, Member, Member - Editorial Board & Secretary (Higher Education) - Education Department

4. Annapurna Alley, Member- Editorial Board & Secretary – IPR Department

5. Jigme Wangchuk Bhutia, Member- Editorial Board & Additional Secretary, UDD

6. Thinley Pema Chankapa – General Secretary (SSCSOA) & Additional Secretary - DOP

7. Himmat Rai - Joint Secretary – I (SSCSOA) & Joint Secretary - RDD

The following points were discussed and finalized for actions.

1. Message of Hon’ble Governor and Hon’ble Chief Minister shall be requested. Also letter from the President, SSCSOA shall be there.
2. Articles from Ex-Civil Services Officers : The Board shall request the retired civil service officers , retired IAS officers and retired civil servant presently in government of Sikkim as public representatives(MLA, Minister). A questionnaire or format shall be provided to present public representatives for interview or inputs by them.
3. Type of Articles, deadline for submission, date of release of magazine : The Board invites articles on wide spectrum of subjects from all the members of SCS including retired officials. Articles on 50 Years of Statehood are also invited. Sketches, cartoons and art - drawings shall also be entertained. No articles on political, religious or sensitive social issues will be entertained. All are requested to submit their articles by 15th March, 2025. The magazine shall have two sections – English and Nepali. The date of release of magazine shall be 21st April, 2025 – Civil Services Day.
4. Articles from All India Federation, other State Civil Services Associations: The Committee shall also invite articles to All India Civil Services Federation and other State Civil Services Association.
5. Article on Annual Reports / Activities, Exposure Visits by Executive members – reg : There shall also be write up on annual reports , exposure – exchange visits , activities like AGM – Social contributions by the Association. The Editorial Board shall separately identity and correspond with the SCS officers who can provide articles in varied field namely, Sarala Rai, Suraj Gurung, Sonam Topgay Tashi, Nim Ethenpa (Retd.), SD Dhakal, Tashi Chophel, Cheden P. Ladimpa, Bhim Thatal and others. 6. Magazine Name & competition thereof: All the SCS members are requested to submit the name of magazine of their choice and the winner shall be acknowledged by the Board. 7. Advertisement and Sponsorship for magazine: The department heads shall be approached for departmental sponsorship for the magazine. Pharmaceuticals, business houses, big hotels, contractors, suppliers and individuals shall be approached for sponsorship and advertisement. The rates shall be decided by the Editorial Board.
6. Printing & Designing of Magazine : The printing works and designing of the magazine shall be entrusted to the Secretary, Printing and Stationery Department on normal terms and payments.
7. Photo Collage: The SCS officers shall be requested for submission of their PP SIZE photos for inserting it in collaged form in the magazine.
8. Printing of SCS Merchandises: The Board shall venture into printing of T-Shirts, Hoodies, Dairies, Monograms, Lapel Pins displaying SCS and other merchandizes which shall be displayed in the Civil Services Day and AGM for sale.
