SCS coordination Meeting at Pakyong

To foster a vibrant and connected State Civil Service fraternity, the Sikkim State Civil Service Officers' Association (SSCSOA) convened a Coordination Meeting of State Civil Service Officers posted in Pakyong District at Denzong Retreat, Navgaon, Pakyong, on 23 July 2026. The meeting was chaired by Shri Manoj Rai, Acting President, SSCSOA, and Secretary (GST Division), Finance Department.

The key suggestions finalized for follow up and implementation are as under :

1. Professional Interaction and sharing: The resourceful Officers will be requested to share and present their professional experiences, innovative administrative practices for the overall professional growth of the State Civil Service fraternity in the forums and meetings organized by SSCSOA.

2. Balanced Administrative Exposure for US/DS: It was proposed that the Under Secretaries and Deputy Secretaries should be posted for 1–2 years in key Secretariat departments such as the Department of Personnel, Rural Development Department, Public Works Department and other major departments to gain exposure to governance, policy formulation and departmental functioning.

3. Early Field Postings: The meeting emphasized that initial postings as Sub-Divisional Magistrates (SDMs), Block Development Officers (BDOs), Municipal Executive Officers (MEOs) and other field functionaries are crucial for developing practical administrative skills, understanding grassroots governance and strengthening public engagement. It was decided to approach the Government for priority of SCS Officers in such positions.

4. Honouring Retiring Officers on Retiring Day Itself: A proposal was made to institute a monthly practice of visiting retiring State Civil Service officers on their last working day to honour their dedicated service with mementoes and convey the collective goodwill of the SCS fraternity. All SCS members will be alerted and informed in advance for their participation by the Association. However, the retires will be invited for functions in AGMs or any special programmes designed for their recognition by the Association.

5. Association Dress Code: It was proposed that the SSCSOA introduce an official Association dress code (such as an official blazer) for meetings, official functions and other Association events.
